The AGC of Ohio Safety Directors developed a Construction Safety and Health Resource Guide and is available for only $8 each to members and $11 for non members. The guide is a quick reference to the OSHA standards and is more easily understood.

To implement the industry wide Great Lakes Construction Alliance Substance Abuse Policy your company should take the following actions to help resolve the implementation issues:

1. Request a copy of the NWO GLCA Substance Abuse Policy by calling Scott Goodwin at 419-241-3601.

2. Register your company in the NWO GLCA Substance Abuse Policy. The application can be found in Appendix E of the Substance Abuse Policy enclosed. After registration your company will receive a Company ID number and Chain of Custody forms in the next several days.

3. Register your company with the State of Ohio BWC and Department of Administrative Services as a drug free employer.

4. If your company plans on performing any State of Ohio work or wishes to apply for the discounts available through the BWC for workers compensation in Ohio, fill out the enclosed registration form for the BWC. Please note that when the BWC comes to your office to help set up your BWC program, you should let them know you will be participating in the NWO GLCA Substance Abuse Policy and provide them with a copy. They will then review additional items your company will need to do depending on the discount level you have applied for.

5. Your company should immediately begin distributing the Drug/Alcohol Screen Consent/ Member Information Form (Appendix B) to all employees for completion. Appendix B can be found in the back of the Substance Abuse Policy. We recommend your company assign one individual to this task to insure it is done according to MOST requirements. This individual should collect all of the forms and fax them on to MOST.

6. All employees that you will be enrolling into the program will also need to get appropriate size photographs of each employee and mail them in to MOST with the name and social security number written on the back of the photograph. Digital photos are also acceptable and should then be emailed to Becky Pietz at MOST with name and social security numbers attached to each digital photo.

7. All employees are required to attend a drug training class. Your company should then also decide which of your employees should receive the additional required supervisory training. Contact Owens College at the number below to schedule this training as soon as possible. Please remember that it will be the contractors’ responsibility to make sure all of your employees are properly trained. Someone should be assigned by your company to follow up and make sure all your employees go to the appropriate training. Employees will receive a certificate that will provide proof of their having attended this training. You can receive a schedule and enroll your employees by calling 1-800-GO OWENS ext. 7357.

8. For your non-bargaining unit employees, you should adopt a company policy that requires participation in the NWO GLCA Substance Abuse Policy. Requirements are basically the same with the same test sites, and same classes required for DFWP education. No fees will be charged to your company for the classes, and it is up to your company to determine any compensation for your non-bargaining unit employees for their time.
